Because he is an overrated shit who defeated 3 jonins. False hype at its best. When edo's were grouped up, if you notice there we int group with people of similar level/abilities and its no surprise that he was grouped with chiyo who he had fought several times and neither killed each other, could say they were rivals
im a hanzo fan, he was easy recongnize as one of the strongest ninja of his time.
plus he was so skilled that he didnt even train as much cause he was guarded 24/7 lol. but yeah he was able to take on 3 powerful jonin who were all s-rank kage xD

Because his feats are pathetic and dont match up to his hype he got killed easily by the deva path and was defeated by a samurai. Remember it was a war the sanin were probadly tired from fighting so much and that's how he defeated them.
