Why is everyone so mad?

What difference does it make that Naruto gave out 9 BM cloaks? Why does this enrage people?
It's not like he gave them all full powered BM cloaks, and now they can fire Bijuudama ect, and it's not like he gave it to all of the alliance. If he can give everyone in the alliance a basic cloak ( Thousands upon thousands of shinobi ) why can't he hand out 9 weakened BM cloaks -_-.
