Why is DSM Kabuto so weak?

Because Kabuto is a Nerd-type Sage, and SM best benefits N-S Sages when they're reading books or doing experiments.

Seriously though, it's not about having loads of power, it's about knowing how to use it. Kabuto is really poor with anything Taijutsu related, just look at how even Genin Naruto managed to get the advantage over him.
