Lets be honest with ourselves....Doffy doesn't show fear. He's not Afraid to get into the action.

For ****s sake, he traveled all the way to Punk Hazard, just to wipe out Luffy and his entire crew, but ever since the Straw Hats landed on Dressrosa, he has done everything in his power to avoid direct conflict with Luffy and Company.

The closest he got to Luffy was when he shot Law in front of everyone in the town and Luffy watched from inside the collesium

What changed him between Punk Hazard and Dressrosa? How come the man, who went Punk hazard himself to destroy an entire crew, is now all of a sudden, avoiding all conflict with the same Captain, of the same crew he once was prepared to fight and kill single handedly?

He's the kind of guy that sits back and watches everything fall apart, like what's going on now.

Its because of plot. He could've ended Luffy and Law at that cave.

If plot allowed the arc villain to go crazy and actually try to kill the main character then OP would've ended at Alabasta arc.

Oda doesn't know how he'll make a fight between Dofla and Luffy believable since he gave Dofla a powerful ability. The same reason Robin only has one true fight in the series against Yama. She either gets beaten bad (against Enel and Moria) or effortlessly destroys her opponent (every other time).

Luffy clearly has no way around Dofla's power, so Oda is stalling for time while he thinks of a way to weaken his ability to give Luffy a chance. We already saw Dofla mudhole stomp Smoker, stop Fuji's meteor, stop Jozu dead in his tracks, and fight Croc. He should have no trouble against Luffy at all.

It's going to end up being like the third round of Luffy vs. Croc. Dofla is going to be a lot weaker than what he previously showed. This is unavoidable.

Because the saying goes " everyone who's underestimated the strsw hats has been destroyed" , he doesn't want to give luffy and co. a chance to end him

He is relying quite heavily on his crew to get the job done. Either he trusts them that much, or is just too lazy to deal with them which I don't think is the case, as he does know that those who have underestimated them have gotten in trouble.

I could have sworn that Doflamingo shit his diapers when he heard Kaido's name.

And when funitora attacked him momentarily in the royal palce whilst talking about aboloisbing the shicubukai system

Oh and when Aokiji appeared behind him in punk hazard.

^^Pretty much here too.

Doflamingo isn't stupid, he went to punk hazard out of rage.
After he calmed down, he realized what Law was doing.

He knows the history of the straw hats and how they soloed his colleagues, he doesn't want to be in that list either.

Doflamingo is weary of Luffy because of the "Will of D." Doflamingo himself said that the StrawHats are lightweights and that he won't underestimate them. However, when Law said, "You still underestimate them Flamingo" and "The Will of D will surely bring forth another storm", it made Doflamingo even more cautious and weary. Why not? Doflamingo is a Tenryubitto and he knows just what kind of man Roger was. Theres also Dragon and Garp.. He of all people should know about the potential of "D" people and he got angry at Law's statement.

When Doffy clashed with Luffy, HE WASN'T SMILING OR MOCKING HIM. It was the first time Doffy didn't smile or mock his opponent during a scuffle. He was mocking Kyros just before Luffy showed up. That scuffle made Doffy even more weary of Luffy which is why he made those bounties in hopes of weakining the young pirate. Doffy doesn't want to take any chances unless he has to.

It's gonna be Law/Luffy/Kyros/Cavendish vs Doffy all at once, but they won't be working as a team. A hectic battle like that will make this dragged out arc worth it.

Not gonna say he's scared of him, but he's aware of the potential threat Luffy could be if he was prepared to fight, which is why he bum rushed him their first match and split. He severely underestimated the Strawhats, assuming Law was his only thread and he's paying bills oh the ass for that mistake now. So I'm gonna say that he wants to wear him down as much as he can before he reaches him, or is hoping that he gets captured.

Maybe because he is afraid of Kaido, or had other plans related to smile and so. But after knowing the true intent of Law, he had to rethink his strategy and being a reasonable man, he is taking his steps towards his goal.

I must say that he is strong and not fearing, but maybe his string clone was not good enough for luffy.

Also, he loves watching things happen, he, probably is enjoying the show of people killing each other , being himself sitted in peace.

There may be other reasons too.

I could have sworn that Doflamingo shit his diapers when he heard Kaido's name.

Or when a bit of "Ahrarara," froze him over, and he walked away.

OT: because it conveniently let's Luffy have a chance. Like when the whole stuck in the Well scene happens.

Isn't it ironic?

Doflamingo is trying not to underrestimate Luffy yet he leaves him to his underlings. If DD really wasn't underrestimating Luffy he would've finished him in the cave or back when they were in the palace. DD should go after Luffy himself instead of leaving him to his subordinates.

I mean even Crocodile trashed Luffy twice yet didn't finish him.

Plot+Luffy's luck>Gol D. Roger, any arc villain and common sense U_U

I agree with this. Luffy can't take Dofla 1 vs 1. Otherwise he'll get killed. By the way things look it'll be Law and Luffy vs Dofla, with the good guys pulling off a high diff win.
