He killed muu killed alot of shinobi in garras team if 2ndmizu did not yell out his techs he would have ultimately kill garra and oonki 2nd mizu is a boss and some people don't have him in top 10 same goes for sasuke izuna and shishui not saying izuna top 10 but top 15

IF kishi were to rate or rank them, there would really be no point in having arguments. I mean kishimoto already stated Minato is the strongest dead ninja along with Sarutobi. But most people don't think so. So even if Kishimoto says so, it is not final. That would be Kishimoto's opinion.
