Whenever a character in the series says something, such as Hiruzen being called "God of Shinobi", Kabuto saying he's the the closest thing to SO6P, Hashi being called "the strongest shinobi", Obito saying that if he revealed secrets to Itachi that Itachi would have won, Nagato saying that Jiraiya could have won with info, and etc.

Well if we just take their words as absolute fact without questioning it, then Chouji will apparently be the strongest character in narutoverse.

This is why actions speak louder than words and can't fully judge a character until we see what they're capable of.

Don't forget the hype about minato
Jiraiya and the raikage both said he was a shinobi who would never be surpassed
And jiraiya was a pupil of hiruzen and the raikages dad took on ten thousand shinobi

True. Hiruzen blows.

I wouldn't say that, but I don't think Hiruzen>Hashi. We've seen what old Hiruzen was capable of, sure he wasn't at his prime but we've seen his jutsu. We haven't seen Hashi, but we've seen his jutsu used by Madara and it can be assumed that Hashi was using it on the same level if not better.

Some hype is pretty annoying but at the same time I don't like judging by purely feats in some scenarios as weird as it seems. It makes characters like the Third Raikage, Muu, and a few others sound a lot stronger than they're met to be. They're obviously very powerful but it's a bit overboard at times imo...

Well to be fair, they weren't in control of their own techniques and were helping out the shinobi so they can defeat them. An example is the fact that we didn't see the 3rd Raikage use Black Lightning and he was the one who taught Darui how to use it.

Of course but I also don't believe they would be on Hashirama or EMS Madara's level even though a lot of people disagree with me. If Kishimoto were to be asked that in an interview or something, I just can't picture him stating that after everything Kishi has shown that implies otherwise.

I don't think they are on Hashi's level, but I suppose it is a point to not believe the hype for characters.
