Yes he can but that possibility is as likely as winning the lottery.
He's not underrated, its just that his ability to become immortal is easily bypassed by lots of ninja who dont just use physical lattacks, for example he can get burned to a crisp or melt. Immortality is overrated in the nv.
Hidan is strong to those that don't know how his technique works, his battle with Shikamaru was a classic brains vs braun fight where Shikamaru's intelligence was far greater. In that battle against team 10 + Kakashi, why do you think he wasn't being serious? there was no reason for him to hold back. He just got outsmarted, I mean lets face it, the proof is in the pudding. Hidan is far from being the sharpest tool in the shed, hence his demise I am not saying he is weak I am saying he is dumb and rather loud lol.

OT: he's underrated, but I don't think he's top 25. A lot of people forget that he was nerfed in his battle against Shikamaru and Kakashi the second time around. The cord connect him and his scythe was broken. All opportunities of long range combat were out of the question.

Second of all, saying one technique then 'GG' isn't a debate, it's complete disregard for the possible counters to each attacks. For one, you seem to be under the impression that Hidan is easy put out of commission.

Hidan tanks all of those without even blinking, he feels pain, but it does not affect him. Not only that, but he took Asuka's Burning Ash Like it was nothing. Another feat? He took Wind Style: Pressure damage from Kakuzu, who wields S-rank elemental ninjutsu. It did not hurt him at all. Temari's Wind Style is = to Kakuzu's Wind Style.
What's even more laughable is that you think Air Palm is even remotely capable of hurting Hidan. Their is only one way to defeat Hidan, and that is cutting of his limbs, and even then you aren't killing him.
Juugo, Chouji, Hinata, and Sakura are not capable of this. Juugo's Curse Seal just boosts his physical prowess, it does not in any way, shape, or form give him the ability to hurt Hidan.
As for Rock Lee, this is simply a worse version of him vs Gaara. He'd smack Hidan around to no avail. And that's if he's even able to use 3+ gates before he's fooled by Hidan's Blood ritual. The only weapon we've ever seen Rock Lee use is a Kunai, and he never used it in gates. This goes for Gai as well. Hirodura was only able to incapacitate a severely wounded Kisame, it's effects on Hidan would be non existent.
Second, you vastly underestimate Hidan's skills in evasion which are show so very many times:

Along with many more feats. These examples show that point attacks are useless, yes, I'm referring to poison darts. Not that poison would affect him, seeing as he's immortal. Chiyo and Kankuro have no shot, unless they have a numbing poison that hasn't been shown.
As I said, only characters who have the ability to cut off Hidan's limbs can win. Rock Lee is not capable of this. Kakashi himself was being pushed back by Hidan.
Now, back to my initial point, Hidan is an incredibly underrated character, as displayed by your post and most of the posts in this thread. He's just outside the top 25.
Also, I'm not trying to be rude. I'm just pointing out what Hidan can do, which everyone has forgotten because his character was tossed so early in the game.
Ok so the manga shows that he is hot headed and none to brite. So how is he top 25 you need to be smart and strong for that. So his temper and stupidity eliminate him from contention. If he was smarter I'd agree with you but his weakness is a significant factor.
imo hidan is the 2nd weakest akatsuki member granted he has a chance to beat most but only because of the element of surprise if you don't know his ability you would most likely die but if you do know his ability then him killing somebody becomes even less for him, hidan even mentioned that he is the slowest of the akatsuki members
also if hidan never had kakazu their he would have lost to asuma as he cut of his head
but i do believe that hidan and kakazu are a dangerous duo
