Why hasn't Orochimaru been locked up?

Seriously? What is going on. How is it that a world class criminal who kidnapped and experimented on hundreds of people including children and babies, and tried to burn the village to the ground multiple times before is not in a mental institution? He even talks about how he horribly mutated a child right in the Hokage's face and no one is disturbed in the least by this or try to stop his experiments. Naruto knew where his hideout was, so why didn't anyone lock him up? Please don't tell me it's because his involvement in the war. He didn't do anything besides resurrect the past Hokages and that definatly doesn't make up for all the horrible things he's done.

We still see Orochimaru's "projects" so we know he's still up no good. Why doesn't anyone try to kill him and save hundreds, possibly thousands? Why doesn't anyone react in disgust to Orochimaru anymore? In fact the only reason anyone showed up at Oro's was because one of his experiments attacked THEM. What about any other innocent people from other villages?

its better to work out a deal with orochimaru as they obviously have then to aggravate him even more by trying to imprison him. cause its not like you can kill or seal the guy...trust me they've tried

He has to first wait a few years and then uses the special jutsu on the person who's body he wants to take but he can't do that in prison unless he takes one of the prisoners body's but he still wouldn't be able to escape.
