why hashi didnt kill madara the 2nd is jus reckless

he didnt kill madara because he still had followers and uchiha children that looked up to him even when the uchiha clan turned there back on him, if they killed him it would only make room for another madara 1 or even 2 to take his place.
the 2nd was reackless and really found a way to start war anyway, fighting with madara, suggesting to kill him. smh hashi should've killed him, before he died he turn danzo evil by not picking him to be hokage! and danzo played a big role up until then on the evil side! lol that guy was jus a BIG F' UP

I would not say Tobirama is reckless he just has to much resentment tword the Uchiha seeing as how the two clans have been fighting sense well forever.
