Hash is still in predatory just like kakashis father.

I know this because hash can be reanimated. Only those whos souls that have truly rested are able to live in the afterlife and cant be reanimated.

Now what could the god of shinobi done that was so bad or have regretted?

I think its not his regrets or sin but all the people he placed on his shoulder. Hashs' sin is similar to jesus. Hash must repent for everyones sins or rather man kind. He choose to let people live freely, good or bad. Maybe untill man can chage for the better his soul can rest.

I also think this is were naruto is also heading(as well as all kages), While naruto is wasting his time with konoha, he has neglected his family.

The meaning of shinobi is the one that can endure. But that alone has it price or rarher weakmesses.

Whatu said about reanimation is false. Souls that were rested still got reanimated. It that were true then it would mean that everybody who was reanimated during the war souls were not rested. Which is highly unlikely
