Plot dictates who the jutsu is used against. Amaterasu can finish off 90% of most characters, it's just Kishi only gave it to 1 person and the only people he fought have special counters for it. Izanagi, Fastest shinobi, Rinnegan users.

then plot could easily be the excuse for everything.... plot beat zabuza, plot beat gaara, plot beat kisame and so on. cant always use plot for excuses

It took Raikage's hand, it is one of the most powerful ninjutsu, don't try to overrate it even more..What you expect to burn enemy in like a second ?

@bold being hype to be as hot as the sun its actually should be able to incinerate enemies upon contact but i guess hype is just hype at times.
