8th Gate Guy doesn't count... if 8th Gate Guy actually did manage to defeat Jiraiya, then by logic that would make Guy=Jiraiya at best since both would die. Jiraiya could simply reverse summon himself to Mt Myoboku after Guy goes 8th Gate and wait until Guy dies...

Base Gai < Jiraiya

6 Gates Gai < SM Jiraiya

Hell even 7 Gates would have problems with Jiraiya.

But 8 gates Gai stomps pretty much every alive ninja, maybe except Naruto and Obito.
