Let us begin with EMS and the sharingan.
Originally the sharingan seemed like the most unfair kekei genkai, giving kakashi a power boost, and seducing oro into becoming a pedeophile. But aparently there were non keikei genkai users who could fight on par with the sharingan (guy and jiraya) and it seemed that spaming the red eye had some serious chackra price. The base 3 tomtoe sharingan was ouclassed by the byakugan.
Then came MS, first used by itachi against kakashi, although kishi hadnt changed it's physical apearance yet. The MS defeated kakashi in less than one sec and enabled itachi and kisame to escape jiraya. The fact that they were fleeing from jiraya seemed to imply that there were still some non kekei genkai shinobi stronger than MS users, of course it is debatable that jiraya wud have defeated Itachi, but the environment (closed building) was quite advantageous to jirayas fighting style, but the fact that the fled also shows that MS had a limiting factor, it exausted the user and put a lot of strain on the eyes. Later we learned that spaming MS=blindness.
The conditions for awakening MS were initially killing your closest friend, but it turned out that was not necessarilly the case. Sasuke didnt kill naruto, or itachi for that matter, he died of exhaution and aids. Obito didnt kill ririn, that was stupid kakashi's duing, shisui didnt kill itachi, how the hell did he awaken his ms. Itachi didnt kill shisui, he stated that he dissapered. So it would be safe to assume that a very high level of emotional stress awakens the MS. Not an easy condition for one to put themselves in.
Next moving on to EMS. This initially seems like a totally unfai powerup. To some extent it is, but then since you have to get your bro's eyes its not an easy stage to get to. (but why dont uchiha bros who've awakened MS just exchange eyes and both get EMS. I personally think this is a plot hole.) so the process to awakening the sharingan's long and painful, filled too much sacrifice only danzo can do that without going crazy.
Now going to why sakura cant catch up to Naruto and Sasuke.
Its really quite simple, she doesnt have a bijuu or a keikei genkai. It wud have been stupid for kishi to try to put her on the same level. The only way for her to achive that level is if she went Oro-like and used kekei genkai, imortality jutsu and if she learned SM. This would be a very long jorney that she would have to walk alone, but she could achieve it, in many years, provided naruto and sasuke dont improve. Also she might consider trying to posses the byakugan. Ofcourse they would have to create sakura shipudenn for that but it wud be worth watching i guess. Also for those who think that sakura is already on the same lvl please tryn and explain how she would counter rasenshuriken and enton kage tsuxhi. Ofcourse we dont need to mention TBB and susanoo arow. Thanks for readinhg.
