first thing

the 2nd hokage grew up in a time worse than the great shinobi wars.. his thought process is more similir to the ppl and the times. the 2nds personality was opposite of his brother hashi who was hopeful sympathetic and not bound by the present or the past..

Hashi took in the atmosphere and seen a opportunity for change, and despite befriending a mortal enemy he seen the greater picture and chose his own path. Tobirama is the typicle younger child (Like Sasuke) who looks up to his brother but treasures his father views. (which from what we seen looks like my clans is and will always be here because survival of the fittest..)

they look close enough in age to see each other as equals and would be more friends with different views rather then hero and little brother (Sasuke Itachi). thats why i feel Hashi reacted the way he did when all the kages where 1st edo tenseid when he said i told you that time ithis jutsu was a bad idea...

this is where all that comes into play i belive he wanted to bring his brothers back to life. his brother being the hopeful person he is would want to move on make new brothers, but tobirama like madara cant move on from the past and his brothers..

Hashi also implied when the kages where edo tensei'd that before the 2nd tried the jutsu the 2nd talked with the 1st hokage about it and the 1st dissagreed but the 2nd did it anyway. he knows his brother better than anyone so he knows his brother wouldnt agree with raising the dead, but just like everybody else in naruto they have specific ppl that died that they cant get over and i believe the only reason he told the 1st hokage was because he wanted to bring his brothers back.

I think The 2nd created the jutsu so he can bring family members back..

(this has nothing to do with this last point i just find it interesting they say the 1st is the only one who can use wood style because he chakra was so powerful it could create life, maybe he wanted hashi to perform it)

I think Tobirama didn't complete it, but Orochimaru/Kabuto's enhanced versions are pretty much almost perfected.

Edo is like the opposite of being Rinne Tensei'd.

Tobirama's version probably didn't have a conscious or tags or something.

Tobirama got tired of all the bimbos hwo wanted sleep whit him and they were always under average smart.
So he created this advanced jutsu so he could be revived by a hot girl + he would get laid after his death.

I think for war, because Tobirama's time was actuaaly full of war and i think they have lessen their ninja's soo he created a jutsu that will reincarnate/reanimate ninja so that they have a force to fight again.

Madara said that Edo Tensei was created to clear battlefields in otherwise suicidal attacks.

Tobirama wasn't able to complete this technique partly because it disrespects for those persons who had been deceased and thus labeled it a kinjutsu.

Orochimaru and Kabuto on the other hand resurrected and perfected this technique in order to do their own assumptions in the end and otherwise not for the safety of everyone.

I suppose Kawarama/ Itama would be good reasons for Tobirama to make the Edo Tensei (though that wouldn't really be for their fighting powers as they died when they were kids... and were bad enough at fighting to get cornered by Uchiha dudes).

I always played with the idea that he created it for members of his family that we were never introduced to. It's always bothered me that we don't know who Tsunade's parents were. They would have been the direct descendants of Hashirama and Mito, and then why wouldn't they be super buff or even worth mentioning (maybe turned missing nin?).

Also would want to point out that although that's what Madara said, he does not like Tobirama and did not create the jutsu, so Tobirama's backstory would probably be more revealing as to why it was created. Taking Madara's word on this is like taking Obito's word that Naruto and Sasuke have to fight as the reincarnations of younger and elder son.

Madara + Obito = manipulative.
