He is at least kage level if not better
He can throw hands with any one and do some type of damage.
Not only did his attack blow off half a torso but it also caused multiple third degree burns
As of right now many would lose not because of his power but because his experience and ability to time attacks In a orderly fashion

Easy, he soloes pretty much anything with the 8th gate (And 85% or more in 7th) that NV can throw at him, included many favs. So they must make stuff like "Gai would fall for tsukuyomi" and stuff like that. Just laugh at those kind of comments and move on, we already know Gai > NV (your fav included).
