Why dont they let Naruto read the rest of the 3rd's scroll?

The scroll in episode one where he learned Kage Bunshin no Jutsu from. He learned that technique in one day while sitting in the woods. Now that he has become a pretty good shinobi just by learning one technique, they should let him have the rest. He'd be unstoppable.

It is too dangerous to spam if you don't have lots of chakra. A normal shinobi can use around three without it getting dangerous.

KageBunshin is said to drain ones chakra immediately. Thats why its forbidden maybe the other scrolls have jutsu that may affect Naruto's body like the Rasenshuriken b4 he was able to throw it

The hokage can make those forbidden jutsus legal for Naruto. Maybe Naruto just wants to see those jutsus and that's why he wants to be a hokage

but it is war right now and they are facing their greatest threat yet... isnt it time to say **** some of these stupid rules and bust out the big forbidden jutsus? they are facing shinobi in the battlefield who have some of the biggest and baddest jutsus ever. this is the time where rules must be broken.
