OT: Don't look too much into it. Perhaps kishi doesn't want to draw hair on them because of possible character designs might being ruined​

Maybe that's genetic. They are different from us, after all. Notice how they don't grow stubble, either; however in some cases their hair growth is faster that it should have been, like how Hinata and Ino's hair grew over the timeskip. Hair normally grows at 1cm per mouth. So two years = 24cm, and not from shoulder length to butt length.
