I don't think it is the same as the base Rinnegan. Kishi hasn't revealed whether or not it has the same abilities as Madara's basic Rinnegan. I doubt that it does. It is obviously more powerful, though, and therefore has more powerful abilities yet to be revealed.

TBBFRS is nothing but waste of chakra vs sasuke.

Its not even known if it can destroy PS, size alone doesnt prove it.
