Good question sines the seal allows Sakura basicaly all the Abilities of Tsunade but Tsunade dose have a ton of Jutsu on Her side,so probable conclusion is Sakura dose not have enough chakra outside Her seal as Tsunade has to perform a shadow clone jutsus that use large chakra reserves example Tsunade has large Chakra reserves to create many, But Sakura with her low reserves can't mach Tsunade's numbers. Shadow clones like Naruto but not as many as Naruto. So Sakura will never make as Many Shadow clones as Tsunade or She will be out of chakra in no time.
