Why doesn't Bee have a HCM?

Bee said that the mode that Naruto took on when he's in KCM mode was like him and Hachibi when he started taking his chakra. So then why doesn't the manga or anime ever show Hachibi in HCM mode. If you think you know why he doesn't have one then please feel free to answer.

It's possible that:
a chakra cloak uncontrolled<HCM
but
A controlled chakra cloak>HCM

so:

Controlled cloak > HCM > Uncontrolled Cloak

I'm just guessing. So hopefully this helped.
