Why does tobi?

Why does tobi always shade his limbs when touched, Why dnt he use susano when he is goin to get touched? Am startin2think this dude maynt be a uchiha cos all uchiha we have seen cn use susano.
The teleportation jutsu he uses is a fancy version of wat a MS cn do, wit practise, even kakashi cd do it.
Wats wit him treasurin zetsus if zetsu is just a plant ninja, i think zetsu has alot to do wit wat o who tobi is than madara bt then again i cd be wrong.

Anyway, Tobi is an enigma and most likely cannot use Susanoo. He severed his arm once to stop Torune's nano-insects from infecting his whole body. Minato just knocked one of before.

There are many theories as to WHO he is but to answer your question it may just simply be that he does not need to waste any chakra really..Susanoo drains alot and why do that when you can basically not do anything at all while you confuse the sh*t out of everyone. Also Zetsu could be treasured by Tobi because 1) he is the sole body to create the zetsu army 2) he can record battles 3) as mentioned before by him he "is the land itself" 4) he is made with hashirama cells....Nevertheless im sure kishi will clear this all up (or most of it) in the future....

Also, there's little point to using Susanoo when you can becoming intangible, negating any need for a physical defense.
