Why does Tobi only have 1 Rinnegan?

Why don't Tobi just have both Rinnegan in both eyes?
If Rinnegen is superior to all others.

Does the Sharingan have certain abilities that Rinnegan don't?

1 sharingan + 1 rennigan means possessing both the powers of the sharingan-he can c through his enemy attacks nd defeat them with the powers of his rinnegan(more strength). Bt i thnk in this, he had to sacrifice his izanagi eye.
