why does the last phew manga pages of naruto end with drawings?

can anyone answer this i always wondered why kishi wasted like 2 or 3 pics in the begining of the chap or end on drawing of characters when he can use those pages for more of the chapter or does he have no control over this? a good example is this" like chapter 573 pages 17 and 18 are just dum drawings which could be used for more of the chap

the ones in the end are fanarts. they have nothing to do with kishi.
the ones in the first are called bookcover
