Doflamingo isn't actually Doflamingo but a Doflamingo clone made by the goats bizarre imagination which is why he was abandoned by his reindeer brethren after he ate the ito ito no mi and created Chopper as well, but they got separated which is why Chopper never knew his parents and they were never mentioned because 2 black nosed reindeer can't produce a blue nose reindeer and he has secretly been controlling the actions of sengoku all along.
My theory is only supported by kaidos special relationship with Dolfamingo. He would never put the transaction of his business in the hands of a human being the beast he is, because he knows how bitter they are but little do we know that he knows the goat is actually the mastermind behind the WG fleet commander and his transaction partner which is why he actually selected to partner with the goat because he knows he will never fail because you can always trust a goat.
