Every character is as tactical as the author makes them out to be. Kishi is known to nerf characters or downplay their abilites to suit the plot.

2) oonoki had already used earth shift core to distract madara and corner him [

as I said earlier that is the tsuchikage's feat and not naruto's. In the second attack naruto attacked after the conbo of gaara and ohnooki. in the first one he didn't. thats the difference

again, you don't know when naruto started the attack. It could be luck that madara got distracted as naruto attacked him. I mean if you read this chapter its clear to see who madara finds a threat.
