this has been on my mind for a while now

Why does madara still need to capture bee and naruto when in one of the recent episodes he stole the brothers (ginkakoo and kinkakoo) and mentioned something about using their chakras. he also has the cut of tenticle of the hachibi. does he have another intention for those and will the EYe project still work with naruto only having half of the nine tails powers?
