Kishi flip flops on Naruto's intelligence as well as strength. First Naruto was owning the 3rd Raikage and now he was getting owned by the jinchuriki before they even exploded in tail beast mode.

Yes he makes Naruto very inconsistent. First he acts overpowered dodges the raikage and beat the 3rd raikage then he turns into a dumb blonde and gets slapped around by Tobi's paths.
