Why does Kishi Embarrass Sasuke all day?

Everytime Naruto fights sasuke, he's underpowered and weakened yet still manages to hold his own. The only times they have ever fought under equal terms was before sasuke left the village. (naruto tied sasuke up, sasuke would beat him in spars at the academy, hospital rooftop ect) VoTe was when sasuke was trying to kill Naruto and Naruto wasn't trying to kill sasuke(plus kimmimaro helped weaken naruto), when Naruto found Sasuke after Naruto had just got done fighting Orochimaru(to the point where orochimaru couldn't fight anymore), When Naruto got poisoned by Sakura after the five kage summit, and now Naruto in a sense lost the tailed beast + all mankind (he still has their chakra). The recurring theme though is sasuke is less and less successful with every attempt at fighting someone in a disadvantaged state. I just don't understand why Kishi turned sasuke into a sucker punch character who can only beat weakened opponents/opponents who run away (sometimes). Examples are Naruto, Itachi(sick with illness), Danzo (no MS), Killer Bee (ran away after sasuke couldn't fight anymore so he could vacation), Orochimaru (sick with no jutsu or anything, heck even sasuke states he couldn't kill orochimaru if he wasn't sick). What makes it even worse, is that most of his powers were inherited. MS was given to him by itachi, EMS by itachi, (apparently the imaginary power of hatred created more power for sasuke too), Rinnegan by Hagoromo, Cursed Mark by Orochimaru, Sage Mode by Jugo, ect. I don't count the sharingan cause that's something you're born with you just have to unlock through emotional experiences. It's like Naruto having the Kyuubi. He's always had it whether it be inside him or right next to him, only separated for a few hours of his entire life. It seems sad that Kishimoto purposely bashes on Sasuke and makes him look weak. Guess that's what happens when you're not the main character.

Kishimoto has been implying if they fight each other, they will die. It happened with Indra and Ashura, Naruto already stated it, and if Naruto is going to stop the chakra from reincarnating, he's going to have to seal it or one of them will have to die. It's kinda implied how it will end. Essentially Kishimoto makes these guys look like equals all the time yet has sasuke fight him after he's weakened.

Naruto is said to get super chakra reserves from kyubi and being an Uzumaki.
It was kyubi who did the fighting against Orochimaru, not Naruto.
Kyubi himself even stated that every time Naruto gets into an encounter, he begs kyubI for chakra.

When he has a near infinite amount of chakra and he spends a small portion of that just prior, that suddenly means he was drastically handicapped?

If Sasuke truly had killing intent in the VOTE battle, why is Naruto still alive?

I read it all. It's not that Kishi wants Sasuke to appear weak compared to Naruto.. in fact they are stated to be basically the same. It's just that Sasuke's story is about growth through other means, like hate. His growth was quick and without hardly any work aside slight self control, that's the path he took so he could get his revenge. That's made clear in the first part of Naruto.

Naruto on the other hand had to work through everything in his life. He had to work to get where he is now, the only power he uses is Kurama for the most part, the rest is from his own hard work and training.

They both took different paths on gaining power, Sasuke peaked in power far sooner than Naruto, thus making it appear that Naruto is much more stronger than Sasuke at the end of the war. In fact, they are the same. If they are to fight, which it's foreshadowed as of the last chapter, it will be a draw. Only by chance or plot will one of them win, most likely Naruto since it's a story about him.

Because Naruto is the main character. The series is called, "Naruto". The series is biased towards him. If the show was just about the ninja world and it didn't focus on anyone in particular, Naruto would have been dead because the nine tails would have been extracted by Itachi and Kisame.
