He is probably from a shark-looking clan. Since the original owner of Saemahada looked like a tiger shark, so Kisame and him must be from the same clan within The Hidden Village in the Mist. Also Zabuza had shark teeth.

Its never been confirmed why he looks like that, but all we can assume is that its a unique trait of a mist clan. We can't really assume anything other than that. As someone else said, the members of Akatsuki were all supposed to be humans with unreal powers and super-human traits and abilities, so that probably had a lot to do with it.
