because its not the jutsu its the user its self you saw what happened to the water tower right thats because naruto was stronger then sasuke at that point so if they would of clashed naruto would of won..but when they fought at the final valley they was even so they both got pushed back and thats after sasuke got stronger because of the cursed seal...there fore the jutsu it self is not stronger but the individual using it can make it seem that way..kakashi i would say uses it because rasengan is incomplete its a jutsu meant to go along with the users chakara nature but he was not able to do it so he used a jutsu that is comprised only of his chakara nature

Rasengan is not an assasination jutsu raikiri is. Furthermore Raikiri is technically speaking the lightening version of rasengan. It's a failed attempt but it still is the closest thing to the lightening style rasengan.
