And of all soldiers, why white Zetsu knowing they are not great at fighting?

Couldn't she defeat her opponents alone? Why didn't she previously?

Also, who would that opponent be?

I wouldn't say she 'needs' an army. Maybe she wants to create peace by making everyone go to sleep but she doesn't want to live alone on her own. Hence she wants to create white zetsu's who have the personality of naive children but obedient. She did say the word nursery to it kind of makes sense.
