Seems like it. I said it another thread, but this seems like Kishi's way of foreshadowing another enemy in the future. So perhaps the manga isn't as close to being over as we think.
Hm, I don't think there is another enemy, but we will see a different culture in a 'far away' country, sure. I think Princess Kaguya wanted power to invade her own country. That's why she ate the fruit and used MT. To create Shiro Zetsu. In the end Shiro Zetsu are clones of Shinju, even though their quality is low.
In the next chapters Kaguya will kick some asses, then she will teleport to her old 'home' and Naruto and Sasuke will meet Kaguyas folks~ guys with horns and byakugan. :)

I dont think it means an army in the literal sense. I think it was just a way to achieve absolute obedience
Hagoromo said she was able to pretty much achieve the same thing using her own power. That whole thing with her needing soldiers makes absolutely no sense to me atm. Just a huge cop out of an explanation really.

The biggest issue is that in myth Kaguya would've come from the moon, in the plot the moon didn't even exist by all account while she was even still alive, much less for her to originate from it. So whoever or whatever she's planning to use an army on can't be on the moon unless they inhabited it later. My guess is it's another realm or dimension, or hell Kishi might even come reveal a fictional planet or celestial body beyond the Naruto world's moon that no one knows about.

I agree with most people here, most likely she will wage war on another planet or defend against an attack from another planet, which would probably be her home planet like in the old myths.
