Why does Kaguya need soldiers?

Okay, this is rather odd. It seems that the Infinite Tsukiyomi is simply a way for Kaguya to create soldiers. Given that the entire world is seemingly under the influence of the technique and will soon become a White Zetsu, why exactly does she need or even want soldiers?

That's what I think too. Whatever the reason is it has to do with Kaguyas origin.

If people survived the IT then she would just send the White Zetsu after them. So now all those people were just soldiers or ninjas before and Madara had nothing to do with making Zetsu.

Seems like it. I said it another thread, but this seems like Kishi's way of foreshadowing another enemy in the future. So perhaps the manga isn't as close to being over as we think.

When you look at Kuguya, you can tell she is not exactly human. The place she came from isn't exactly known, but I think her wanting soldier's has something to do with rebellion in her native inland & probably wanting to control it as well.
