They are unique wrinkles, like all people have in some form/way or another. Kishi probably used them to make his face stand out more among other Uchiha, especially of course Sasuke, since Uchiha all look so similar. Same with Madara´s eyebags.

Those are tear troughs.

It's funny you ask this, because in the novel Danzo actually makes a comment on them. He told 7 yr old Itachi that those tear troughs show up more when he's stressed and that he's going to be stressed out his entire life, so he can expect them to get worse. He said Itachi had a dark countenance that was represented with those (as he always worries and overthinks, never is genuinely satisfied).

Itachi did not care much for this comment, but did not deny it either.

/I wonder if they'll show this bit in the anime. Probably not since it was very trivial and it seems that they're condensing everything and just showing the gist.
