Why does everyone believe this is Sasuke?

I'm confused and I reread it to be sure. In manga chapter 645 "someone" is upset about the fact that Naruto has gained a lot of power. It isn't Sasuke though because Sasuke has no sleeves.

You can tell by the ropes on his waist that it's Sasuke. If it was Oro, you would see that cloth on the front of his outfit, with the ropes only going behind him.
