It's a physical manifestation of the emotional mask he wears. Rememeber His dad saying how young Kakashi's mother died? NOtice how in the flashback he was taken to school by his dad and his mother was nowhere to be seen? At that early time he was wearing a mask. So I guess he started wearing it after his mother's death and the death in his life kept piling up. That or it was just a cool ninja look that Kishi came up with.
