Exactly what he said. If that isn't enough, they wouldn't show the three cups that is a clear reference to them being brothers if it wasn't Sabo.

its 100% him, he was talking to that girl from the revolutionary army which every1 thinks sabo went with dragon from when we saw him cry to dragon when the nobles burned down that place "i forget the name" and there was a pic of the 3 cups of sake from when luffy sabo and ace drank to become brothers. It just has to be him there is know one else we know of that luffy thinks is dead unless you can name some people.

also Luffy never really saw his father, wasn't he face-planted by smoker when Dragon saved him? he doesn't know what he looks like ... and why in the hell would he think Dragon is dead even if he knew what he looks like?
