Very logical argument. Fanboyism should not replace logic. Even Itachi himself called himself a failure. His choices were Hiruzen or Danzo. He chose wrong and died thinking he chose right. Kabuto allowed to see him that he had made the wrong choice, so as a thank you, Itachi is trying to make Kabuto see the error of his ways with Izanami. Both were struck with arrogance.

He chose right.... The uchiha would not have been stopped no matter what. he knew that so he finished them off to prevent a 4th shinobi war.

So would you rather kill 400 people and save about 20,000 or let those live for a small chance that they change their mind but risk a very high chance of having 20,000 people die?

There is no guarantee that a war would have broken out. Hiruzen Sarutobi said he was going to try to talk it out. Fugaku was a reasonable guy as you saw from his death, so there is a chance things could have worked out. This is the reason that Danzo seemed displeased, and gave Itachi that ultimatum behind Hiruzen´s back. You can obviously tell that Danzo was manipulating, intimidating, lying and rushing him.

The leaf forgave the sand, and even before Sarutobi realized that it was Orochimaru, he STILL tried to solve the problem diplomatically DURING the take over, when they had already killed his right hand man! Everything resolved to the best without a mass genocide. Itachi had no faith in Sarutobi, relied on just himself, and paid the price.
