I am a hiruzen fanboy and what people don't understand is that this title of god of shinobi was only given to him by the people of the leaf. The cloud would also have someone they considered legendary. Every village shpuld have someone who they considered godly . Since hashi and mad were from the leaf. If they were to attack villages together while they were alive they would have been considered gods amoung the entire ninja world.

If people look at Orochimaru's tone when he called Hiruzen G.O.S (which he never said directly), and when he called Hashirama G.O.S (which he said directly), you can see the difference.

On top of that it seems Hiruzen wasn't widely known as G.O.S seeing as people like Suigetsu considered Hashirama to be the God of Shinobi.
