Why do some people think Kaguya is Boring?

I've seen a few posts today on Kaguya being boring. Title says the question.
In my opinion she is not boring, but rather neutral, anyways her background it's interesting.

Probably because she is.

Although I'm starting to think she's going to kill BZ and do shit her way soon. Her facial expressions on the page where BZ told her to kill Naruto kind of gave that vibe.
