Make-up for women, especially young women, has become more than socially accepted, but almost socially required. Thing is, some girls wear enough make-up to the point where they don't look themselves without it. At least.... not the same 'self' they have created with the make-up. This is, of course, a result of them basically becoming dependent on it and logically, once they use and rely on it enough, it becomes impossible for them not to wear it. This is mostly because they can no longer let themselves be caught dead without it.
Girls will be late for school or work just because they needed time to put their make-up on, and will make up [no pun intended] any other excuse besides that. This is fueled by the social outcast they think they will become if anyone sees them without it. Its also a test of courage for them when waking up in the morning with someone. Many girls dread what a man will think of their appearance first thing in the morning, but most girls still look plenty cute without it.
As I eluded to above, its mostly a matter of how much make-up has become essential to the girl's life and how much she actually uses. The more she uses, the less like herself she feels without it. Again, it becomes socially required for many and becomes part of their identity. Its a result of general pressure being put on the American populace in regard to general beauty.
If I were you, and I know this will come off poorly, but I would recommend using make-up daily, but simply not much. People judge people harshly and one way to avoid judgement is to be consistent. Even if you use very little make-up, its a good habit to use the same amount daily to keep the same look and be a little more accepted in a random person's mind. Its like when a person (usually a guy) goes too long without a hair cut or an older guy goes too long without dying his hair (like a professor). Once they do it, its a shock to see them look so different all of a sudden. The same thing is happening when someone sees you without make-up versus a time when they saw you with it.
