Tis kid had his parents die and all they do is stare at him and insult him behind his back. Then a teacher takes him for years without telling him that his sensei was his father.
They was being kept out government affairs. The uchiha clan is one of the founder clan of the village. They basically have equal rights as the senji clan. That's like keeping bruce wayne out of wayne enterprises meetings.
On top of that, they was under 24/7 watch since the 4th hokage death. The Uchiha have every right to feel that way. It is the 3rd hokage fault for not fixing that. It is majorly Danzo's fault for pressuring the Ucihia clan into acting that way.
The village is run by hokage and advisor. No uchiha was as strong as Hiruzen and so they weren't hokage, case closed.

Kushina and Naruto were shown love by proving worth, not because the village suddenly became nice, and, the Uchiha were adored, the big draw of the Chunin Exams was that an Uchiha was entering, remember? And they were, in fact, all more or less emotionally unstable, usual keeping an eye on people like that is considered sanity, not persecution.
