Haku is an extremely powerful shenobi in my opinion. First of, it says in the anime and manga that he has taken down the strongest jounin who tried to fight him. Second, before sasuke epicly awakened his sharingan the second time, he was being owned to haku's mercy. I believe anyone who doesn't have either an instant destruction technique or sharingan has no chance against him. Now I may just be being a fanboy if anyone has a good idea why I'm wrong that isn't trolling, I want to here it.

I guess because he was only shown in the beginning and when he got resurrected. I'm sure majority of Naruto fans either wanted to see Haku do something that hasn't been seen or etc. Although this is just what I think, it may not be one hundred percent accurate, but its something.

Consider this.

Naruto as a kid was horrible at chakra control and only really had the Shadow Clone Jutsu, surviving the fight against Haku thanks to the Kyuubi (only leaking, no tails).

When he fought Nagato, he had mastery of Sage mode, Fuuton Rasenshuriken and help of the full nine-tails Kyuubi.

In the current anime, he's got mastery of both Sage and Kyuubi Mode, and if you're watching the manga he's basically SO6P.

Considering that he defeated Haku before he became so strong is probably why he's underrated. Zabuza was more of a threat than Haku, and with all that aside it would've been nice to have seen him when everybody was brought back with Edo Tensai.

Makes sense, but isn't Haku stronger then Zabuza to some extends?

Zabuza was superior to Haku in everything but intelligence, these are from the Databooks.

Haku:
Ninjutsu: 3.5
Taijutsu: 1
Genjutsu: 1
Intelligence: 4
Strength: 1.5
Speed: 4
Stamina: 2
Hand seals: 4
Total: 21

Zabuza:
Ninjutsu: 4.5
Taijutsu: 4.5
Genjutsu: 2.5
Intelligence : 3
Strength: 4
Speed: 4
Stamina: 4
Hand seals: 4
Total: 30.5
