Why do people think Naruto uses top speed all the time?

He's only been shown to use Hiraishin level speed a couple of times, he doesn't use it constantly like Minato..

So he isn't just going to blitz everybody, otherwise Madara would've been finished.

with no shunshin, naruto is probably the fastest. with one part out of at least fourteen km clones, he was able to keep up with edo itachi easily who's top ten in speed and has the benefit of the sharingan. full strength he was almost matching the raikage w/o shunshin. and he's gotten significantly faster in bm.
using shunshin, naruto is the fastest by a long shot.
and using s/t ninjutsu, minato is the fastest edging tobi. although technically kakashi has the fastest jutsu, he just doesnt use it on himself like the others.

If you notice BM Naruto has only used his full speed in defensive tasks, when he deflected the bijuu damas and saved Kakashi+Guy and when he blocked Madara's susanoo sword to save Guy+Bee and Obito's shuriken to save Kakashi..., Kishimoto just won't let him use it to his advantage when he attacks in my opinion.

KCM Naruto dodged Full LRA Raikage at similar speeds as Minato did with Hiraishin.

I agree with this^ if Naruto had used his speed to attack, he would've done more damage
