Why do people think Maito Gui is dumb?

I know he acts stupids and all but, but i don't see how is he dumb he just does not remember face easily and states the obvios.
also if i were to make a itachi vs Maito Gui thread people would say comments like he will just look at itachi's finger and be under a genjutsu when it was already stated that he looks at his opponents feet. which is why when jiraiya was going to kisame and itachi he kick jiraiya. because he was looking at jiraiya's feat.

He's not dumb, but you can't deny his intelligence doesn't go beyhond average.
Not that it matters anyway. That's not what he's about and it has never hindered him in battle.
