Depends on how you define that. Human brains are processing much more than you think we are taking in millions of stimuli and terabytes of visual data. Hume brains have been estimated to be able to store 2.5 petabytes. For instance how much data does smell take?

Computers are just generally good at rote computation and although they get more complex no computer in history can be human. But I wont say they can't.

I do agree though, surely vegapunk is able to create an AI superior to that of the prototype pacifistas. Especially considering it was said they got an upgrade and Kuma was the original so kuma surely got an upgrade. I think current kuma should be stronger than doffy because of general story progression.

Thats good for ya. But human brain > computers. When a computer can think outside of what it is programed to do.. when a computer can pull out with "will power" when its near death.. when a computer can actually "THINK".. then you can actually claim a computer is better.

Humans designed computers to do all the things that you put in your question. The intelligence to design and make those things happen, came from the human brain.

The average computer is still capable of processing, storing, accessing, analyzing and calculating data faster than the average human being can. Kuma's lack of free-will doesn't matter much because if you tell Kuma "Kill person XYZ," the computer in his brain will readily and immediately start processing ways in which he can do.

Also, Kuma tanked attacks before. He tanked Zoro's attacks for instance. PX-0 utilized the DF as well.

If PX-0 was half as inefficient as you claim, it wouldn't have been able to protect the Sunny for two years straight.

Actually thats the reason I say he's inefficient cause he looked like he just came back from hell with the amount of damage he had taken just from guarding the sunny. Makes you wonder who on earth was he fighting? Kuma prior to losing his brain, was ideal for avoiding attacks, his DF deflected everything and he was one of the fastest characters in the show.

And Kuma didn't resort to tanking against Zoro, he got caught offguard, every other time he dodged or repelled Zoro's attacks. When Ivankov faced Kuma during the war Kuma was a sitting duck, eating everything thrown at him rather than using his speed or deflection.

Its pretty obvious Kuma got weaker.

Ok so where did kuma go after this... oboviously back to vegapunk to get the upgrade that sentomaru mentioned. We have yet to see the new pacifistas, but after two years their ai is gonna be better and kuma's will as well. Kuma is gonna be a main enemy for the SH's at some point, and for that to be viable he has to be at least as strong as before.
