Am I missing something? Was it ever stated in the manga? Rotation is a basic Hyuga technique, passed down to all children. 64 palms is a dangerous technique, passed down to only one child. If Hinata can do 64 palms, who tf says she can't do rotation?

Its not like she can't do it, she doesn't need to. She created and mastered a far superior technique than the rotation. The Twin Lion fists which is only hers. Hinata is a genius for creating a jutsu that is superior to the rotation and even mastered it to the point that she doesn't need the baykugan activated to use it.

Hinata hasnt shown the actual Kaiten. It is not like she needs it. Maybe Hiashi decided to instruct her twin lion fists while Hanabi got the Kaiten. The curse of the branch family was abolished when Hiashi spared any of her daughters and ultimately changed the way of the Hyuuga. You can say Naruto did change the Hyuuga via inspirig Hinata to do her bests and voila, you can guess the rest.
