Seriously why? When mentioning Luffy's CoO people really believe that he dodges everything.... Zzz With so many pirates in the new world that use Haki. Those pirates that use CoO still get hurt... luffy is great but ~~~~ this also comes up when comparing animes~~~ why?

Okay so I haven't seen many people who think CoO=Auto dodge but I get what you mean.

CoO is different from Sharingan (for example), where Sharingan sees any and everything no matter how fast, but it's up to the user.
CoO usually correlates with the users reflexes, and they can't detect things they can't dodge. CoO doesn't let you see everything like sharingan, only what the user is capable of sensing. There are different levels of it, similar to varying levels of AH and how Vergos was better than Smokers.

the problem could also be that Luffys CoO is overrated.

There are just some things that are too fast or too big to dodge, even if you know it is coming. Unexpected attacks from things that normally can't move or being double teamed could also get past it. It is also possible that the attack was randomized, thus making a person's CoO haki useless.

It obviously isn't infallible and has it's weaknesses, but it is clearly a strength to possess CoO. Anyways, it isn't auto dodge that should be obvious.

If you know what someone is about to do next, with good timing, you can move before you would have if you didn't know it was coming.

For example, let's say Kizaru shoots at Luffy. Luffy needs to move between the second the laser fires and 3 seconds after it fires in order to dodge. However, his reaction time only alerts him to it 4 seconds after it's fired. He can't dodge then. But, with Observation Haki, he's aware of the attack BEFORE it's fired, which would allow him to start moving before the 3 seconds are up, so he can dodge.

This of course assumes that no CoO Luffy could even see it coming

That's also not true. Observation Haki can give you a brief premonition of what the user is going to do next. Meaning, Observation users "see" what the opponent is going to do next in their heads.

dodging the attacke depends on the person if you have the best coo in the world and your speed isnt good enough to react in time you will not be able to avoid it

This is nice example but it depends on their cognitive perception. Would they be able to see a full on kizaru speed blitz or someone faster ( cus hes not the speed of light).. like does it see 5 seconds in the future?

Well, if your Haki is strong enough and depending on the level of effort you're putting into your Observation Haki, you may be able to see where Kizaru is aiming to go, or that he's trying to move, before he starts doing it.

Yea but isn't that kinda what CoO is for?
Look here. Luffy was surely not able to dodge but thx to CoO he could prevent it because he knew what was going to happen (atleast I think this is the Observation Haki ) he did it unconsciously probably

luffy knew his hands were going to be cut if he attacked (coo) so he stopped the attack in time he was fast if luffy was a bit slower his hand would have been cut for sure (coo coo would be usless)
yeah having a good coo give you more time to dodge early but its just 1 or 2 sec so you have to be fast
unless you can know what is going to happen in whole 5 minutes ( massive coo) then bieng fast is not needed
that why i say haki is help tool only strong people can make good use of it

You're telling me something I already know. What I'm saying is that a persons CoO depends on their base reaction/reflexes.

So for example, chapter 1 Luffy. His reflexes were terrible, by todays standards. Giving him CoO at that point wouldn't allow him to go toe to toe with Lucci for example, he has to work up his base reactions and then start working on his CoO.

I agree with King Smoke only to an extent. The reason being-- Queen Otohime.

She had a very weak body, and suffered a compound fracture in her wrist as a result of slapping a theif. Clearly she cannot train to build up her reflexes, nor reaction time. But she also is quite able to use observation haki. She knew the trajectory of the bullets, and was able to side step the shots, and advance on the enemy.

So avoiding bullets is something easily accomplished even by those who don't/can't train their reaction time to be better.

Depends on that person, either he/she uses CoO ability and immediately acts on it or uses it but doesn't acts on it. It seems auto dodge for most people as we've seen so far in both anime & manga versions, but for me, anyone that had such haki won't be too stupid to not respond to it. Like, you got an early warning over something risky which would surely be happened to you, i didn't think you wanted to stand still, received it and went died. At the very least, you would want to dodge, despite how fast/slow you could do it. Also, it was akin to our body-reflex as well, normally transpires even to a non-haki user.

For example, Brook. He didn't have haki, right? But remember during Punk Hazard, as he was making some snowmen while waiting for Luffy & co. to arrive near Sunny, his hand spontaneously moved away from Kin'emon (torso) slice attack without Brook himself realised it at once. He appeared shocked though soon after. Well, it was...things like that.
