He is smart battle wise, but he just doesn't strategize enough and he lacks common sense. He rushes into things being arrogant, just like Sasuke can be. Its just Sasuke had always been the 'cool one' from the start of the series, so less people picked up on it or they saw it as heroic or cool when he rushed in, rather than idiotic like when Naruto does..

OT: Does anyone remember what Hashi was like when we first seen him? Not exactly the guy we were expecting? He was a lot like Naruto, funny (or tries to be), likable, friendly, strong and he is smart. But he is a goof ball too and surely he is the type to often lack common sense too..?

Mastering Sage Mode was more skill and creativity than smarts.
Convincing the Tailed Beast is due to his personality, which comes equipped with Talk no Jutsu.

Creativity is a high form of intelligence. Look at most of the worlds renown genius' they all were creative thinkers. Einstein, DaVinci, Galleleo, they all were highly creative thinkers. Maybe Naruto purposely acts stupid to lighten the moment. Will Farrell acts dumb all the time, but I'm sure he's in reality he's not so stupid, I mean hey he found out how to be a millionaire off of his stupidity.

What's the point of saying his stupidity is for comic relief? That's still him being stupid.

Because it's a controllable thing from Kishi. Something he designs for more easy-going moments. When things get serious (which is really the only notable intelligence-related moments) Naruto always loses that dumbass aura. He gets back to seriousness and always finds a way to use his techniques to his advantage.

Moments like the one with Tobirama happen in dire situations. Moments like the Nagato thing happen when Naruto has bailouts on hand and Kishi can take things easier.

In battle he's extremely adept. IMO he inherited Minato's analytical ability in battle, but his book skills? No. Most of the moments he has are comedic relief. Him going in with BM, knowing he has to use Senjutsu, AND HIM BEING THE ONE WHO FIGURED IT OUT? Blasphemy. Trying to grab a laugh from Kishi.

I think his argument is that the creativity that Naruto shows is the mark of a somewhat high level of processing. I think it's pretty clear his neglectful childhood played a role in his mannerisms.

I think we can all agree Naruto's stupidity is not something he was born with. His periods of quick thinking prove that he can comprehend and plan things out to a fairly high degree. I think it's just not having somebody around. He's fairly consistent in his stupidity outside of combat.

There's a difference between stupidity, and personality. It's part of his personality to be loud, goofy and outgoing. To many people those are "stupid" traits, but it doesn't apply to intelligence at all. Just character and or personality.
