Look at it logically, If Hagoromo was evil, The tailed beast would not respect him so much or the fact that Naruto reminds the tailed beasts about Hagoromo and respect him.

I'm sure if Hago was evil, the propechy about the blue eyed boy and shit and peace for the world shit would have not been told. The world would have long died if he was evil. Since, he has the power of a God.
